I conceive therefore that it is high time to apply a remedy to these defects in the system, and the best remedy is of great simplicity, consisting in little more than the transfer of all market duties and responsibilities, except repairs of drains and buildings, to the department of the Registrar General, who alone should have the power to recommend suitable persons as Inspectors of Markets, and who should manage all matters connected therewith, whether letting of stalls, collection of rents, or arbitration of differences.

I would thus make the Registrar General solely and entirely responsible for all such matters to the Governor.

It is necessary however that there should, for that purpose, be some fresh legislation, and I will accordingly request Mr. Smith, the Registrar General, to suggest the provisions of a short Ordinance calculated to effect the object intended.

The Attorney General and myself will then consider the draught, and take all further necessary actions in the matter.
